What's the difference between ては and では?

Both have the same meaning.

Use ては when preceded by verbs and adjectives; 
Use では when preceded by nouns and adjectives(V).

What are adjectives and what are adjectives(V)?

① express the condition
if ... then..

  • 亲がそんなに厳しくては、子どもがかわいそうだ。If the parents are so strict, the children will be very pitiful.
  • そんなにテレビばかり见ていては、目に悪いよ。If you keep watching TV, it’s not good for your eyes
  • こんな给料では谁も働いてくれない。If the salary is so low, no one wants to do it.
  • こんなに簡単ではみんな高得点を取ってしまう.If (the question) is so simple, everyone can get a high score.

② means repeated actions

V-ては: means repeating the same action

  • 60歳の彼は50キロマラソンの後半を、走っては休む状態だったが、最後まであきらめずにゴールした。At the age of 60, he ran and stopped in the second half of the 50-kilometer marathon, but he never gave up until he finally reached the finish line.
  • 手紙の内容がショックだったのか、彼女は読んではため息をついていた。Perhaps because the content of the letter was so shocking, she sighed every time she read a line.
  • 今日はぜんぜん集中できない。仕事をしては休憩するという有様(ありさま)だ。I can't concentrate at all today, and I have to take a break after work.

③ Shows the continuation of the established conditions, meaningless, no translation
